Islamic jurisprudence has stringent laws to prevent gaps. According to the jurists, it is haraam for the healthy and the capable of earning it. And they have been entitled to punishment. If a person is able to work healthy, he still becomes a professional beggar or collected from people through deception, some jurists have suggested a severe punishment. Imam Nawawi has a saying: “If the beggar asks a lie and makes him a profession, then he is in the order of the Muharib (robber), and it is permissible for the Imam to impose a limit on it. That is, kill him or climb a peace. ”(Al -Majum)
Although all these sentences are based on the discretion of the rulers and the judges, and it is not permissible for a person to take the law individually in hand, it is clear from these sayings that in the Islamic society, the act of self -determination is to make it a self -sufficiency and to make it self -sufficient.
